Rolando M. de Leon is a senior designer and freelance scenographer for commercial events, stage, and television. He organized the World Costume Festival in 2013, held in Vigan City, Ilocos Sur, the Philippines and it was a tremendous success. It drew the attention and interest of international designers from different parts of the globe. More importantly, it achieved its aim of being a grand exposition and showcase of theater costumes, design, and space realized in actual theater productions
